FELDER is a Tier 1 Sex Offender convicted in LA in 2003 of Oral Sexual Battery.   He is wanted by LA State Police on a 0728/2023, felony Failure to Register as a Sex Offender warrant.  His last provided address was in Hammond, LA.  He also has ties to CA.
