CRIMESTOPPERS TIP LEADS TO THE ARREST OF TWO SUSPECTS IN A 2014 UPTOWN MURDER
NEW ORLEANS – Today, members of the NOPD Homicide Division arrested 23-year-old Victoria Norwood and 30-year-old Kenneth Harvey, in connection with the death of 25-year-old Jessie Taylor, IV. On Thursday, April 24, 2014, Taylor’s body was discovered in an elevator shaft of an abandoned building located at 2616 South Claiborne Avenue.
Around 10:35 a.m., officers were called to investigate a body found by contractors. When officers arrived they found human skeletal remains in the elevator shaft. The remains were collected by the coroner’s office for examination.
Taylor’s remains were examined by the Louisiana State University Forensic Anthropology and Computer Enhancement Services. The examination revealed that Taylor suffered from trauma to the body. Based on the facts of the examination, Taylor’s death was classified as a murder.
During the course of the investigation, Detective Debra Normand received a tip from Crimestoppers linking the pair to Taylor’s death. Both Norwood and Harvey confessed to killing Taylor and throwing his body in the elevator shaft.
Based on the facts and circumstances surrounding the investigation, Detective Normand booked the pair with Second Degree Murder. The pair was already in the Orleans Parish jail on unrelated charges.
