LEO records indicated that the victim was a 9 year old female.   PAYNE is wanted by the Jefferson Parish Sheriff’s Office on a 06/27/2019 felony warrant for FTR as a Sex Offender.  PAYNE’s last known address with the JPSO SOR Unit was 6215 Riverside Dr. C 160 Metairie, LA.
